  • Amanda Rineer CCC President

    Amanda Rineer

    PRESIDENT
    Amanda Rineer is the President of the Carrick Community Council, Co-Chair of the Positive Press Committee, and Chair of the Residential Revitalization Committee. A resident of Carrick for six years, she is dedicated to strengthening the neighborhood and fostering a sense of community. Involved with the Community Development Division for the City of Pittsburgh, she brings valuable expertise in community planning and grant funding. Additionally, she is a proud graduate of the Master of Social Work program at the University of Pittsburgh. She joined the Carrick Community Council to help drive positive change in her neighborhood and collaborate with others who share a vision for Carrick’s future. She believes Carrick’s hilltop views and green spaces add to the neighborhood’s appeal, but it’s the relationships with her neighbors that make it truly feel like home.

  • Brittany Swiger

    Brittany Swiger

    VICE PRESIDENT
    Originally from the small town of New London, Ohio, Brittany Swiger has called Pittsburgh home since 2009. She pursued a career in hotel and restaurant management at the Art Institute of Pittsburgh and has since dedicated herself to community organizing, leadership, and volunteerism. Brittany has worked with Unite Here Local 57 and completed a leadership program with Fight Back Pittsburgh, demonstrating her commitment to workers' rights and community empowerment. Now serving as Vice President, she actively contributes to Carrick’s growth as Co-Chair of Positive Press and Commercial Development, spotlighting local businesses each month. In 2023, Brittany put down roots in Carrick, where she has found an incredible sense of community. "I have the best neighbors anyone could ask for. I've been moved and blown away by the kindness on my street—the acts of neighbors helping neighbors. I'm so happy I bought a home here!" She believes in the power of community, often saying, "Hearts are warmer where kind neighbors reside." She continues to foster community engagement and neighborhood beautification, driven by her passion for making a positive impact. Her goal is simple: to leave every space better than she found it while strengthening connections among her neighbors.

  • Anna Ridgway

    Anna Ridgway

    SECRETARY
    Anna Ridgway is the Secretary of Carrick Community Council and Co-Chair of the Capacity committee. Anna has been a resident of Carrick for ten years and is dedicated in making a difference in her community.  She has worked as a caseworker with Allegheny County for five years working with Alzheimer’s and dementia patients and is a proud graduate of the University of Pittsburgh. Anna loves the strong sense of community in Carrick and the willingness of neighbors getting involved to make Carrick even better.

  • Shoham Ariel Zober

    TREASURER
    Born to the mean streets of East Jerusalem, Shoham Ariel Zober is a recovering megalomaniac and all-around hyper-localist looking to devolve political power to the most granular level. Epicurean, Orthodox Communitarian Capitalist, Treasurer of the Carrick Community Council.

  • Donna McManus

    Donna McManus has been a dedicated advocate for the Carrick community since joining the Carrick Community Council Board of Directors in 2018. Over the years, she has served in key leadership roles, including Capacity Chairperson, Vice President, and President, where she worked tirelessly to empower residents and drive positive change. A proud Carrick resident for over 30+ years, Donna stepped up because she was determined to make a difference and didn't care for the way the community was going. She firmly believes in action over words and has focused on teaching residents how to be effective advocates for their neighborhood. Donna envisions a future where Carrick thrives—with no vacant properties or businesses, a strong sense of community, and accessible resources for all. She takes pride in Carrick’s many assets, from its central location and public amenities to its vibrant park. Guided by the belief that "if perfect is possible, good is not enough," Donna remains committed to fostering a stronger, more connected, and prosperous Carrick for generations to come.

  • Gordon Sullivan

    Gordon Sullivan

    Gordon Sullivan has been a proud Carrick native for 35 years. As Co-Chair of Commercial Development and Residential Initiatives, he has served on the Board of Directors for seven years, bringing dedication and experience to the community. After retiring from Public Works following a 32-year career, Gordon joined the council with a passion for revitalizing Carrick. His primary goal is to attract new businesses, restore the neighborhood’s charm, and create opportunities for growth. He fondly remembers the "classic and classy" Carrick and is committed to seeing businesses thrive once again. “The beautiful, historic homes have always made Carrick a great place to live at an affordable price,” Gordon says. “If we unify as a community, Carrick can be one of the best neighborhoods in the city for living, shopping, and raising children."

  • Carol Williams

    Carol Williams

    For over 65 years, Carol Williams has been a proud and active member of the Carrick community. A graduate of St. Basil, she built a successful career in the medical health insurance industry, dedicating over 35 years to the field. Beyond her professional life, Carol has spent the past six years serving on the board of directors, focusing on capacity-building and neighborhood beautification. She is also the driving force behind many beloved community events for local youth, organizing celebrations such as Easter, Halloween, and Christmas. Carol firmly believes that fostering pride in Carrick begins with its children. As a retired grandmother, her passion lies in creating a positive impact for future generations. Reflecting on her journey, she shares, "I used to sit on the couch complaining for years, and I finally decided to be a part of the change." Her dedication and leadership continue to inspire, making Carrick a stronger, more connected community.

  • Imma Raffaele Jardini

    Imma Raffaele Jardini

    Imma Raffaele Jardini immigrated from Italy in 1974 and has called Carrick home for over 23 years. A proud bilingual resident, she has dedicated much of her life to community service, working to strengthen and beautify the neighborhood she loves. Imma has served on the Carrick Community Council for the past four years, focusing on capacity building and beautification initiatives. Previously, she was vice president of the Baldwin school football organization four years and spent eight years on the Baldwin Township Recreational Committee, promoting community engagement and youth activities. With 38 years of experience running her own cleaning business, Imma understands the value of hard work and dedication. Though retired, she continues to serve longtime clients, reflecting her commitment to relationships and service. Imma’s vision for Carrick is to restore community pride. She believes that small actions—like keeping yards and streets clean, shoveling sidewalks, and being active in local initiatives—can make a big impact. Every Friday morning, when weather permits, you’ll find her leading neighborhood cleanups, demonstrating her hands-on approach to community improvement. "Be active in your community and make a difference." Imma is passionate about changing perceptions of Carrick and showcasing its potential. Through her leadership and volunteerism, she continues to be a driving force in building a stronger, more vibrant community.

  • Noelle Roe

    Noelle Roe joined the Carrick Community Council board in 2025, bringing a passion for community engagement and cultural enrichment. Originally from El Paso, Texas, she moved to Carrick in 2024 to be closer to her family after their relocation to the city. With a background in anthropology and a love for travel, Noelle has gained diverse perspectives that she hopes to incorporate into community initiatives. With 18 years of experience as a promotional product distributor, Noelle understands the power of strategic outreach and creative engagement. As Co-Chair of Capacity, she is dedicated to fostering innovative events and programs that strengthen neighborhood connections and celebrate Carrick’s unique character. Beyond her leadership role, Noelle embraces all aspects of her new home—including the joy of winter fashion and even shoveling snow. She believes in the philosophy: "You can only grow by helping each other. Today for you, tomorrow for me. We're all in this together."

  • David Conrad

    Conrad is dedicated to fostering local arts and a culture of accountability in the neighborhood he grew up in—a place where a once-historic district has been stripped down to a gallery of vape shops and beer distributors. His vision for Carrick is one that’s vibrant, lively, and built by the hands of its own people. He believes that when we come together, build our blocks together, and rest on good merits, we wake up ready to own tomorrow. The Carrick Beautification Committee meets every Friday, bringing neighbors together to take real action. We invite everyone to join us—Friday mornings at the pavilion and again in the evenings at the Emma Lazarus at 1808 Brownsville venue. Ready to see Carrick rise? It starts with us.     Mark Evans

    Mark has been a Pittsburgh resident for 10 years, and a Carrick homeowner for 5, dedicated to renovating his house and finding ways to bring value to the neighborhood's future. While he doesn’t know the Carrick of yesterday, he sees endless potential in what it can become. As a hospitality technology professional, he understands the power of digital transformation to improve experiences, and brings that knowledge to the Carrick Community Council. Elected to the Board of Directors in 2025, Mark is committed to using technology to drive community awareness and engagement, starting with a community newsletter. He envisions Carrick as a welcoming community with clean streets, thriving businesses, and diverse group of friendly neighbors.

  • Clove Darr

    Clove has lived in Carrick since they moved here from Austin, Texas, with their partner. They felt a very real need for an affordable and accessible community that fosters connection and mutual aid among neighbors. Since then, they have made many new connections in the neighborhood. Clove teaches art and gardening skills at a local nonprofit. They also volunteer with a local group collecting food donations and distributing it to those in need. Clove is passionate about food justice, and joined the Council in 2025 to begin working on projects to address food security in Carrick. Our neighbors deserve access to fresh, affordable, and healthy food in our own community. Ultimately, Clove would like to see Carrick become a more vibrant community built by and for its residents- not merchandise to be bought and sold by outside investors looking to make a profit.

  • Shawn Chattin of Hilltop Alliance

    Shawn is working as the Carrick Community Council Coordinator in partnership with Hilltop Alliance, a role that allows him to directly assist the community with home repairs and litter collection. He also supports the Council with overall community engagement and outreach. He has been a resident of nearby Overbrook (Carrick side) for 4 years and is excited about the potential Carrick has from both a residential and commercial lens.  As a former ESL (English as a Second Language) instructor, he is very comfortable engaging the local immigrant community and offers free evening classes at the library. If you see him picking up litter along the streets or riding his bike around the neighborhood, please stop and say hello. You can even give him a community idea or express an issue you're having during his open hours at the Carrick Library, and we'll try to incorporate it into our community plan.
